Rachel Pachter has twenty years of experience in U.S. offshore wind development. Rachel leads the Vineyard Offshore’s team conducting early-stage activities including technical development, permitting, environmental activities, workforce development, and community engagement. Rachel led and finalized the approval of two offshore wind farms in federal waters of the United States, including Vineyard Wind 1. Rachel has a degree in Geology from the University of Alaska.
